Hukumar Kula da Fansho ta Ƙasa (National Pension Commission – PenCom) ta yi gargaɗin cewa fiye da ’yan Nijeriya miliyan 75 da ke aiki a sashen tattalin arziƙin da ba na hukuma ba (informal sector) na fuskantar yin ritaya ba tare da fansho ko wani tanadin kuɗi ba, lamarin da ke nuna babban giɓi a tsarin kariyar jama’a na ƙasar.
Babbar Darakta Janar ta PenCom, Omolola Oloworaran, ce ta bayyana hakan a Abuja yayin da take gabatar da takardar shaidar lasisin wakilin fansho ga kamfanin Awabah, wanda shi ne kamfani na farko da aka amince da shi a ƙarƙashin sabon tsarin wakilan fansho na PenCom.
Ta bayyana cewa sauye-sauyen tsarin fansho da Nijeriya ta aiwatar tun shekarar 2004 sun fi amfanar ma’aikatan sashen hukuma (formal sector), yayin da yawancin ma’aikata da ke sashen da ba na hukuma ba—waɗanda suka kai sama da kashi 90 cikin 100 na ma’aikatan ƙasar—suka rage a waje ba tare da kariya ba.
A cewarta, adadin masu fansho a wannan rukuni bai wuce kashi 0.25 cikin 100 ba.
“A zahiri, za mu iya zagayawa mu ce kusan sifili ne. Wannan yana nufin yawancin waɗannan ma’aikata na yin ritaya ba tare da komai ba—babu tanadin kuɗi, babu fansho, babu kariya,” Oloworaran ta gargaɗa. “Bayan shekaru masu yawa na aiki tuƙuru, tsohon rai ya kamata ya zo da natsuwa, ba tsoro ba.”
Ta tuna cewa Dokar Sauye-sauyen Fansho ta 2004 ta sauya tsarin tsaron ritaya a ƙasar, inda kadarorin fansho suka haura Naira tiriliyan 27 (₦27trn) tare da fiye da asusun ajiyar fansho miliyan 10.
Sai dai ta jaddada cewa tsarin ya fi rufe ma’aikatan sashen hukuma, inda ya bar miliyoyin ’yan kasuwa, masu sana’o’i, manoma, da masu ƙananan kasuwanci ba tare da kariya ba.
Domin rufe wannan giɓi, PenCom ta sake fasalta shirin micro-pension zuwa tsarin fansho na kashin kai (personal pension plan), tare da gabatar da wakilan fansho masu lasisi domin faɗaɗa shigar da jama’a cikin tsarin.
Fasaha za ta taka muhimmiyar rawa, inda za ta ba ma’aikatan sashen da ba na hukuma ba damar biyan ƙananan kuɗaɗe masu sassauci ta wayoyin hannu, da kuma duba asusunsu kai tsaye a kowane lokaci.
Babban Daraktan Awabah, Tunji Andrews, ya ce an kafa kamfanin ne domin magance rashin kariyar kuɗi da ke addabar ma’aikatan sashen da ba na hukuma ba.
“Babu wani ma’aikacin Afirka da ya kamata ya kasance har yanzu, kuskure guda kaɗai ya jefa shi cikin talauci,” in ji shi, yana mai ƙara da cewa tsarin fansho na Awabah ya haɗa ajiyar ritaya da inshora, tare da biyan kuɗi tun daga Naira 3,000 (₦3,000) kacal a kowane wata.
